What a story, Chuck! It could be possible that the man has mental problems. Doesn't thirty years seem excessive, especially if, as was suggested in the comments, he's been jailed for two years already?
Those trees must be irrigated a lot if this man moved to the subdivision 5 years ago [which would be 2002] and the trees could already block the view by 2004? Regrowing a green screen against the lights should not be a problem.

Aren't mesquite trees native (so not irrigated) to Nevada? I don't know from mesquite.
(My coldest, darkest heart wants to see him do hard time, but I know 35 years is rather absurd.)
Mesquites don't need any irrigation here in El Paso but we get a little more rain than Vegas. If mesquites do get irrigation, they can grow up to 6 feet in a year.
Personally, I think I would be trying to block the view of the Strip; different strokes.
